Veterans Education Assistance Program
(VEAP, Chapter 32) The Veterans Education Assistance Program (VEAP) is available if you first entered active duty between January 1, 1977 and June 30, 1985 and you elected to make contributions from your military pay to participate in this education benefit program. Your contributions are matched on a $2 for $1 basis by the federal government. This benefit may be used for degree and certificate programs at VCU. Remedial, deficiency, and refresher courses may be approved under certain circumstances. Your benefit entitlement is one to 36 months depending on the number of monthly contributions. You have 10 years from your release from active duty to use VEAP benefits.
To receive Veterans Affairs (VA) educational benefits veterans must apply online using the Veterans On-line Application (VONAPP) or mail the paper application to the VA Regional Office, P.O. Box 4616, Buffalo, NY 14240-4616.

If you are receiving VA education assistance at VCU for the first time:
- Complete the VCU Veterans Affairs (VA) Education Assistance form (pdf).
- Complete the VCU Veterans Educational Benefits Transfer Credits Evaluation form (pdf) if applicable.
- Submit the form(s) to Veterans Certification in the Office of Records and Registration. Your enrollment will be certified to the regional Veterans Administration Office.
- When you receive your Certificate of Eligibility (COE) provide a copy to Veterans Certification.
If you applied for VA education assistance at VCU previously:
- Complete the VCU Veterans Affairs (VA) Education Assistance form (pdf).
- Submit the form to Veterans Certification in the Office of Records and Registration. Your enrollment will be certified to the regional Veterans Administration Office.
If you have received VA education assistance previously at another college or university but not at VCU:
- Complete the VCU Veterans Affairs (VA) Education Assistance form (pdf).
- Complete the VCU Veterans Educational Benefits Transfer Credits Evaluation form (pdf).
- Complete the Veterans Affairs Request for Change of Program or Place of Training (VA Form 22-1995).
- Submit the forms to Veterans Certification in the Office of Records and Registration. Your enrollment will be certified to the regional Veterans Administration Office.
- When you receive your Certificate of Eligibility (COE) provide a copy to Veterans Certification.
